April 15. "Interkosmos" program authorised. Central Committee of the Communist Party and Council of Soviet Ministers Decree "On Co-operation of the USSR and Socialist Countries in the Sphere of Research and Use of Space-international co-operation" was issued.  July 21. R-9A ICBM accepted into military service. 

Three silos for solid-fuel RT-2 ICBM (also known as RS-12) were constructed in Plesetsk. To process the missile, the test unit commanded Lt. Colonel Uriy Yashin was formed on February 25, 1965. Also, the network of ground control stations intended to follow test flights and space missions had to be constructed along the path of the future launches. Five ground stations, including two in Plesetsk area and one in Naryan Mar, Island of Novaya Zemlya and Town of Jeleznodorojniy were completed by the end of 1965. Also in 1965, south of original R-7 pads, the construction of the launch complex for R-12-based launcher has started. To test the new network, R-7A missiles were actually launched from Plesetsk for the first time on December 14 and 21, 1965 from the 1st pad. The same month two R-16 missiles were also fired from the site.
